Overclocking: No experience but may try if required

Its very hard to make a meaningful comment without a few more details about the choices you have made and without knowing pricing options .

I would think in the US you could have a system based on the X2 550 like this

I think that Outlander_04's collection is great... the processor is better +the graphics card rocks your choice (and the cast + psu are better two)

If you need to save some more money take a cheaper motherboard and maybe ddr2-800 ram.

You have forgotten the Hard disk in your system
 
I like Outlander's build also, especially for the stronger CPU.

@erdinger, he lists a Maxtor HDD. Personally, I'm not too fond of Maxtor. The ones I used to get worked fine for a while, but died young. These days I get Western Digital or Seagate; the latter owns Maxtor now, so perhaps they're ok.
