So I wanted to upgrade my core 2 duo to a quad core cpu so I got a new cpu and thermal paste. I bought a intel 2 quad q 9650 and put it in with the new thermal paste but when I tried to boot it up I got nothing from my monitor and fans spinning loudly. I decided to take out the quad core and put back in the old cpu for the time being. But after I put new thermal paste on and tried to use the old cpu I got the same load fan spinning and nother monitor response. I'm thinking it's the paste because I don't know what else it could be. PS my system is an hour compaq pro 6000

Thermal paste would not be the cause, it's job is to just transfer heat. Even if it was bad paste, your system would still work but just be hot/overheat...

Maybe the power supply is shot? Try ordering another PSU and test it. The motherboard could be the culprit too, check ram, other removable parts. I had an ASUS board do this but never could fix it so it was ruled dead, not saying this is the case but thought it'd be good to share.

Try resetting the CMOS as well, sometimes that can do the trick.

If you do get the Compaq on, check for bios updates and install them. Just to be safe(I say this because it has a Q9400 processor according to some sites,so it probably wouldn't need an update but just in case)
