New ASUS H170M-E D3 not working

I have bought a ASUS H170M-E D3 motherboard, Core i5 6600 and Thermaltake DPS G 750W PSU. The other components were taken out from my previous build listed below;

- G Skill Ripjawz Z 2133MHz DDR3 2x4GB
- Gigabyte HD7950
- Kingston SSDNow V300 128GB
- Seagate SV35 3TB

I just assembled it today and found no display nor the HDD LED lighting up, I have checked and rechecked all connections to no avail.

- The standby green LED lights up on the motherboard and all the fans connected and not connected to the motherboard run fine.
- The fans on the GPU also run.
- Shorting the clear CMOS pins turn the PC on but no display again.
- I have tried running it on intel graphics by removing the graphics card too with same results.

Is there an extra step to installation with Skylake? or I should return them under warranty claim?
 
Changing the ram slots didn't do anything. Also DDR3L modules are not available in my country, I queried all the distributors but they skipped it in favor of DDR4.

I'll try to source standard DDR3 modules and try with them.
