Question New ASUS ROG Strix 4090 Install; Power/Performance Issues - Help needed

Hey all, First off, I appreciate any and all help you all may be able to provide. I'm not a huge overclocker but had planned on playing with it a bit with this new 4090 I just purchased. I recently received the new GPU and am upgrading from an EVGA 3080 Ti. I also purchased and installed a new 1200W Seasonic VERTEX PSU.

I have been building my own gaming rigs for decades but am not experienced with dealing with GPU issues as I've had relatively easy installs (and instant performance) throughout the years. For some reason, it appears that my GPU isn't receiving enough power as GPU-z and GPU Tweak III are showing around a maximum power draw of around 60% when trying to run games on high settings. The reading's just don't seem right. In GPU Tweak 3, the 12VHPWR diagram is showing a red triangle with an exclamation point (when hovering over it, it is showing 0.00A for all six pins). Could be this be because I'm using the Seasonic 12vHWPR cable, rather than ASUS's provided cable?

I've done a fresh install of all Nvidia Software and the drivers. I'm using the 12vHPWR cable provided with my newly installed PSU. Of note, the 12vHPWR is showing an error or no power in GPU Tweak. I have triple checked the seating of the cable on both the GPU and the PSU and there is no issue there. I did run a test run in Ark Ascended and it seems (via GPU-z) that the GPU was only drawing around 300w of power... this is why I feel as if the card isn't getting enough power.

I guess I don't really know where to start as far as trouble shooting this. By all accounts, this card should be blowing me away but Cyberpunk 2077 actually looks worse it seems with this card as it stands right now. Can anyone assist me with what I should be doing to trouble shoot this? Which programs I should be using to monitor and or tweak settings? Are there settings in my ASUS Bios that I may have missed?

[Cooler] Corsair h150i Liquid
[MB] Asus ROG Maximus Z690 Hero
[MEM] 64GB Corsair Dominator Platinum RGB DDR5
[PSU] (Newly Installed): Seasonic 1200W VERTEX Platinum Full Modular
[GPU] ROG Strix RTX 4090 OC (Using Seasonic provided 12vHPWR cable)

Should have done this before posting I suppose... But I ran Furmark for 1440p (I'm running a Samsung 49" Odyssey OLED G9 UW Panel) and scored 17,076 at 257 FPS. The power did get up to around 500w which it considered 101% TDP.

3dMARK Time Spy Benchmark Scored 28,099 with the average 4090 scoring 31,312. (32,460 Graphics Scored vice 15,954 CPU score.

This is the first time I've used Furmark so I'm not sure how this compares to other 4090 cards.
