Question New boot stuck on Press Del or F2 to enter UEFI BIOS

First off system specs.
CPU Ryzen 7900x,
MB X670 Asus Rog Strix Wifi E,
GPU MSI 3070Ti gaming trio x,
Ram 64gb Corsair vengeance 5600mhz,
PSU Phantex revolt 1200w,
Corsair XD7 pump, XC8 water block,
I have custom cables from cae mod.

All of my products except the CPU, MB, and Ram were in my old build.

I have replaced the motherboard, RMAd the CPU because it was actually DOA, tried using each stick of ram separately, unseated my GPU, replace the cmos battery, removed all USBs from the building and I'm still stuck on Please press DEL or F2 to enter UEFI BIOS.

Please any help or suggestions would be helpful I've been trying to get this system going for over a month now.

so what happened in bios?

The initial press Y to get to it and then just straight to press DEL or F2 and it's stuck from there

It said CPU installed and then asked to go through set-up into bios so I hit Y after that it seemed to quick restart and then took me to the current screen

It works now, I had gotten a suggestion on a different site to remove my SATA cables and turns out I have a bad ssd/cable that somehow got damaged when moving parts.
