In short, if it will run Skyim on High at 1080p and 60Hz, Ill take it.
I bought a laptop a while back that used integrated graphics with an AMD processor, and it run Skyrim on medium without ANY problems, and on high with a slight drop in fps. I dont need a power house, just something that will... Suffice.
I would prefer the cap on this build to be at 750$.
Any ideas?

This should be good for the task. If you want to double up and make sure it'll do the job, swap the CPU for a i5-4690K. You should still end up under the $750 barrier.

Though to answer,
My E3-1231V3, 15GB RAM with GTX970 struggles with T.A.Z ENB and 2k texture pack mod on 1920x1200.
I get only about max 50fps and the game also CTD once in a while because the VRAM go higher than 3.1GB.

If you are talking all vanilla, it would be easier to answer.
