new budget pc build

So im building a pc next week
I will buy a prebuild used system and i will put an rx 460 inside.
I have 2 choices: HP pro 3400 mt
fujitsu esprimo p400
Both are mini tower cases but which should i buy?

from a quick look of the specs, not sure if the exact models of what you are going to get, i would go for the hp, it says that it has a i5 2400s, but probably only comes with 4 gbs of ram and it seems that motherboard will only support 8 gbs

the thing is that often both of those pcs will use a psu that later will not let you put a good replacement or a good gpu, especially the fujitsu

it seems the fujitsu only comes with old i3 but no page i found dared to tell what cpu it used to come
