Hello, I'm working on getting parts for my new build this year. I originally was gonna spring for the 1080 ti, back when it was close to $700. However now the cards have more than doubled in price and are not even available at most retailers. So my question is: is it worth it to wait and see if the 1080 ti comes back down in price, or should I buy a 1080?

Solution
Wait for the 1080ti. By the time the wait is over, hopefully Volta should be here with 2080. Thats just one way to look at it.
But honestly, its your call mate. If you have not got the parts already, then its worth the wait. Volta cards will have around 30%(expected) extra performance around same release price as Pascal. Might also bump down current prices a bit.
But dont quote me on these as these are all speculations as of now, pretty good ones though... http://www.tomshardware.com/forum/id-3421311/true-volta-thread.html

Ryzen 1700
16 gigs of RAM
I am wanting this rig to be able to perfectly tackle VR gaming and 4k res gaming.

The 1080 Ti for 4K is a great option, but it's not going to max out the graphics at that resolution, unless you're okay with 30FPS. You will have to lower settings to achieve higher FPS. Another thing to note is that the 1080 Ti isn't even "overkill" for 1080p gaming as I've seen many mention. There are still some games that cannot be COMPLETELY maxed out at 1080p with it, especially when they use extreme levels of anti aliasing. GTA V is one example, specifically the 8x MSAA with Ultra grass settings where it will drop well below 60FPS. It's still a great option however, but it all depends on how you like your settings.
