Question New build: 1080p because monitors or go 4k?

Hi guys, sorry if I'm in the wrong spot. My last PC build was done in summer 2013 so I'm desperately itching for a new one (i7 3930k, EVGA super clocked 780). Last year I bought 2 Asus VG24QE or w/e monitors.

I'm looking to upgrade my PC in the next 6 months or so (waiting to see the new Ryzen gen stuff). Am I better off building towards my 1080p monitors with something like a 1660ti, or do I go 2080ti and replace the monitors at some point for 4k gaming?

If your existing PSU can handle the RTX2080Ti, I'd ask you to go through router 2(the latter option). On a side note, how much do you have set aside for your presumed upgrade?

I'm planning a complete build from the ground up. But, for what it's worth:

-Core i7 3930k Sandy Bridge-E 3.2ghz
-ASUS Rampage Extreme IV LGA 2011
-16gb Kingston DDR3 1666 SDRAM (I think, I know it's 16gb)
-Samsung 840 Pro Series MZ 2.5" 125GB SATA III SSD/Seagate Constellation ES 1TB 7200RPM 64MB Cache SATA 6.0 GB
-EVGA Super clocked GeForce GTX 780 3GB GDDR5
-Seasonic SS-760XP2 ATX 12V, 760w, 80 PLUS PLATINUM
-Cooler Master HAF X ATX Full Tower

As far as budget goes, I'm looking at between $2-3k. I don't play the most up to date games... right now. But I'd be more likely to with a sweet new rig. As I said, I got almost 6 years out of my current PC and it'd be great to get that out of my next one. If 4k doesn't make sense for me given that I've already got 2 year old 1080p monitors that's cool as I'd save some money on hardware requirements.

Would it ever make sense to get something as extreme as a 2080ti for 1080p gaming?
