My Cousins want me to build them a PC, and they have a $1,200 budget. I'm gonna build it for free, but that 1k includes monitor, speakers, mouse, keyboard, media-reader, shipping, tax, etc. They have already picked out speakers, mouse, media reader, and keyboard which total up to $100, so the budget is $1100. But, due to shipping, tax, etc., we'll go with $950.

They are not gamers, but want a multi-purpose home PC. They want it to be quiet, energy-efficient, and plan to use it for movies (They want a nice monitor), surfing, MS Office, google earth, etc. But not gaming. I figure a 640GB HDD, Dual-Core build.

TOTAL: $950, which sould be good. Plus TAX ~$75, Shipping ~$50, Other stuff: $100 = $1175, so I should be good there.

Oh yeah, their current PC has a single-core 1.8GHz, 64MB Onboard Vid, 80GB HDD, and they live alright that, so I imagine they'll be really impressed with this.
 
List the part names, it would help people help you.

I'd get a 24" monitor (if possible).

A HD 4670 card would be more suitable than a 9800GT for non-gamers. It consumes less than the 9800GT, makes less noise, and it's perfect for watching movies.

Get cheaper RAM, DDR2-800.

That PSU has a blue light, which is annoying when watching movies. Also, the same $130 for case/PSU buys you a quiet Antec Sonata with a 500W Earthwatts PSU.

When I saw that I was thinking like avem - a nice monitor - maybe one what can do 1080p, and a TV tuner to record TV programs off the cable (Or HD Digital over the air with an antenna) and watch them later.

I know the TV Tuner wasn't in your requirements list but it's like one of those "I could have had a V8" moments. Recording a TV program while you're away, or recording one while you're watching another. Nice option for a multi-purpose PC.
