SYSTEM USAGE FROM MOST TO LEAST IMPORTANT: Internet, taxes, basically not gaming.

PARTS NOT REQUIRED: All required

PREFERRED WEBSITE(S) FOR PARTS: Would prefer newegg

PARTS PREFERENCES: Really don't have any.

OVERCLOCKING: I would like to stay away from it but if needed perhaps.

MONITOR RESOLUTION: Would like 1080p but would settle for lower. A MONITOR NEEDS TO BE INCLUDED IN THE PRICE

ADDITIONAL COMMENTS: This is for a family member which I will be building. I'm considering just looking at Best Buy or something for a package but I decided to see what I can get here. Although there won't be any gaming I'd like it to have a decent graphics card so that the PC could last a while. Everything will be needed including OS, monitor, mouse/keyboard.

I just purchased parts to build a HTPC (home theater pc) for under $300 that has HDMI with audio out on the motheboard. I'm reusing a HDD and need an optical burner, but I figure that puts you close to $300 (no OS).

That seems like something up your alley. For basic things, you don't need anything spectacular.

Athlon II Regor 240
780g HDM mobo
2-4GB RAM
Small HDD
Decent PSU (Antec, Corsair, PC Power & Cooling, etc) - can be included in case
Inexpensive case
Optical Drive

Peripherals will add - monitor, etc (22" LCD for less than $150, keyboard and mouse combos for pretty cheap as well).

Let me know if you want some help picking out some of the parts. I'm sure we can keep you well below your price range.

If you don't mind the extra price, then it is better than the Regor, but it doesn't look like it's a necessity for his/her uses.

Switching out the CPU combo to that wouldn't be a bad idea.

Keep in mind that you're asking this question in a "homebuilt systems" forum. You're not going to find many fans of retail shops around here.

A build that you put together yourself will have higher quality components than an OEM build.

I picked the PCP&C PSU that macabre also suggested

and I think that there is only one SATA power connector on it. Being that the DVD drive and the HDD are both OEM those won't come with adapters right? and if not then would the motherboard include any? or should I get a retail optical drive? Oh and I used the parts from the build macabre stated.

Looking at the pictures of that power supply i see atleast 2 sata power connectors, i dont know if there are any molex to sata adapters as most power supplies offer atleast two strings of each which is usually plenty.
