Question New Build - ASUS Z790-Plus Wifi D4 won't boot, keeps going into BIOS - desperate help needed

Hello;
I just built this ASUS Z790-Plus Wifi D4 computer for my best friend yesterday and it won't boot - keeps going into bios settings.

I've been building computers for 30 years and have never had one fail to boot until yesterday.

Troubleshooting steps I've tried ...

1. Connected two different hard drives, one SSD (Ubuntu) a,d another Internal IDE (Windows) and computer recognizes them both but they both are not listed as boot devices. Both Ubuntu or Windows WILL NOT startup.

2. Inserted a DVD with an image of UBUNTU on it and the computer reads it for a few minutes and then displays bios settings again. Nothing is displayed on screen while DVD spins - Ubuntu install does NOT start. Unlike in #1, computer does recognize DVD as a boot device but will not boot and just goes into BIOS as in #1.

3. Have 2X16 DDR4 Corsair memory - Tried one stick at a time in different slots - still same problem.

4. Clock was ahead 1 day - reset it to correct day.

Not sure if this would be an issue. I'm guessing not. My MB had an 8 pin atx power connection but my power supply only had a 4 pin connector. I am not overclocking or using any cards.

Anyone have any suggestions for things to try or recommendations? Any way to definately rule out memory and/or CPU issues? Thanks so much for any help you can provide.

What are your full specs?

Computer is ASUS Z790-Plus Wifi D4

Core I5 CPU
32 GB Corsair memory

256GB Solid State Drive
LG Blu-Ray Drive

Power Supply is 550 W

That's everything I have installed. I'm using Internal video so NO video card is installed. No other cards are installed. My impression from reading the manual is that an 8 pin power connector is needed if overclocking or powerful video card. Power supply is about 4 or 5 yrs old - do I need a new PSU for this MB to work?

Motherboard has 1 4 pin ATX plug which is connected and one 8 pin ATX plug of which 4 pins (out of 8) are connected.
