[SOLVED] New build boot loops after many attempts at fixing

Hello everyone, I’ve just built a PC for my friend and it’s boot looping, meanings it turns on, turns off, turns on, and loops that process. I’ve tried resetting the ram, gpu, motherboard battery, new ram, and have tried without putting the gpu in there. What can I do?

Specs:
Intel Xeon e3 1220 (3.1 ghz)
8gb Ddr3 ram
Intel motherboard DQ67SW
Deepcool Matrexx 30
Hd 6950 dirt 3 edition
Corsair CX430 power supply
500gb hard drive

Don’t think bios will fix it. On Intel’s website it shows that your motherboard supports Xeon 1220l which has a lower clock speed. It does not show support for the non l version clocked at 3.1.
Holy crap it was then CPU. Thanks. Is there any way this motherboard can support his CPU? Bios flash or something? Thanks
