New build - boots up without the GPU, but no signal with it

As the title says its a new build. I've never assembled a computer before so I'm fairly clueless. Everything works fine with the GPU removed (currently writing this from said computer) but I don't get a signal when it's installed. It's in the right slot and connected securely. The power is connected as well. I tried a second GPU so maybe the issue is the motherboard? I'm looking for anything to try as the PSU already arrived dead and I'm hoping I don't need to replace this too.

I know the PSU is kinda crummy but as I said the one I ordered with the build was DOA and this is what I could get in a pinch. Maybe it's insufficient? If I left out any important information please let me know. Thank you for any help.
 
Solution
Enter the bios and set the Graphics to initialize first to PEG or PCIE. You may or maynot want to disable the integrated GPU while you're in there.
