New build breadboarding, 1st Step CPU fan spins, power toggles on/off about every 20 seconds, no beeps

Components:

CPU - Ryzen 5 1600 - OEM cooler
Mobo - Asrock AB350 Pro4
Video Card - MSI Radeon RX480 4GB GDDR5
PSU - Thermaltake RGB 750W
DDR4 - GSkill Ripjaws 3200 2 x 8GB

So anyway, I put this build together Friday night, went to power up, All the case fans, CPU fan started spinning, DVD player sounded like it made some initial noise, and then the fans just kept spinning, nothing else happening, no video. After about 20-30 seconds, the PSU powered down, then powered back up, went through the process previously described above. Essentially this process just kept happening over and over again. Followed the debugging steps here http://www.tomshardware.co.uk/forum/261145-31-perform-steps-posting-post-boot-video-problems, no luck, same results always, power up, fans run for 20-30 seconds, power down, lather rinse repeat. Even bought a case speaker not a peep from it. So I went to the breadboarding process, just the MB, CPU, and CPU Fan, Powered it up, CPU fan ran for the usual 20-30 seconds, no beeps, CPU powers down, powers back up. Replaced the PSU with one that was working in my previous build as of last Thursday, exact same results. So it's not the PSU, and it's PROBABLY not the CPU, pretty sure it's the Mobo.

There is little story about this Mobo. Two weeks ago I was shopping at Newegg mostly for my new build components, but they were out of stock of the Asrock AB350 Pro4. So I went surfing for it, found it at this site called SuperBiiz.com, bought it. 5 days later as all my other components were arriving from Newegg/Amazon, the Mobo was still "In processing" at SuperBiiz.com. I sent customer support a message, basically telling them if you don't ACTUALLY have the Mobo in stock, then cancel order/refund money. They replied "Oh we've got it our warehouse, so sorry we'll get it right out. So anyway it finally arrived about 2 weeks after ordered. Long story longer, I'm pretty convinced they just sent me one that had been returned by someone else, probably because it was DOA for them.

That said, I would like to hear any thoughts people might have with respect to this situation, there is a lot of knowledge on these threads, and I wouldn't be surprise if I am off base here, or may have missed some obvious step(s).

A buddy who is something of an electrical whiz with a lot circuit board experience may be stopping by tomorrow to verify the Mobo issues

I agree with rlee. Big O, next time you refer to this site for help, maybe you can post the outcome of this thread. As with others I've read, some pieces here and there similar to my problem, but by the end it takes a turn or there is no resolution. Frustrating, but I'll keep reading. I'm up to 47 threads with these symptoms.
