Question New build, can't boot past splash screen.

Hi, newbie here so be kind.
I just put together a new system for my gf, only I can't get the thing to boot past the post screen.

System details:
Motherboard- Gigabyte B460m DS3H
CPU- Intel i3 10100 3.6GHz
GPU-AMD rx 580 (second hand, appears to work in my other system.)
(also tried Nvidia Gtx 970 taken from other system)
RAM- 2x 8GB Corsair Vengeance LPX 2666Hz 16-18-18-35
Storage- WD BLUE SN550 500GB m. 2 SSD
Old HDD 500 GB I had lying around
PSU- EVGA 500 watt

I have confirmed that all the components bar the cpu and motherboard work using my other computer. I originally thought the motherboard was the issue and have already RMA'd and replaced it so that is unlikely the problem.

By mashing "del" I can access the bios and can change the boot order to boot to a windows 10 install USB and have managed to install windows onto both the HDD and SSD independently. Once installed, windows appears to function fine and could install drivers etc. However if I shut the system down I can not then boot past the motherboard splash screen and get back into windows with either the HDD or SSD.

I have tried all the obvious tests, taken motherboard out of case, removed gpu and used on board graphics, tried using only 1 ram stick in various slots, clear CMOS.

Have no idea what else to try, hopefully one of you can help. Thanks in advance.
