New Build - CPU fan spins fast, then slowly slows down until it reboots

Hi guys - hopefully someone would be able to help. Yesterday I went and bought the following:

1 x EVGA4673 - EVGA 03G-P4-2781-KR GeForce GTX 780 3GB 384-bit GDDR5 PCI Express 3.0 SLI Support Video Card

1 x INTL0060 - *Free Final Fantasy XIV via redemption* Intel Core i7-4770 Haswell 3.4GHz LGA 1150 84W Quad-Core Desktop Processor Intel HD Graphics BX80646I74770

1 x GIGE6353 - GIGABYTE GA-Z87X-D3H LGA 1150 Intel Z87 Haswell ATX Intel Motherboard

The CPU came with thermal paste already applied, so I didn't apply any of my own. At the moment I only have the PSU (650w cooler master), CPU, and 1 stick of DDR3 RAM connected.
I turn it on and the CPU fans spins very loudly (probably at max speed), and then slowly decreases in speed until it's almost dead - then the PC completely turns off... a few seconds later it will start up and repeat the process.

Now I'm thinking perhaps it's the CPU heating up because of the lack of thermal paste maybe? The interesting thing is I connected my old mobo/cpu/memory and the same thing happened 😵.
Could it be power supply then? I don't see how the PSU could just die like that.

Hopefully someone will be able to help, or suggest anything I might have missed.

Sure they are good. But that name costs maybe bit too much.
Same thing with asus. So you can find same or better quality cheaper price. And that is good.

 
I definitely agree :). I just heard back from the shop and they've diagnosed it as a faulty motherboard - I'm getting a different model, but also Gigabyte, so hopefully it doesn't fail again.

Will let you guys know if everything works once its all set up at home!
