Question New Build. Display flickers on and off.

I just put together a new build with the following components:
Gigabyte B550 Vision D-P (running F12 bios)
Ryzen 9 5900x
CoolerMaster Master Air MA624
WD Black 2TB M.2
EVGA SuperNova 1300 GT
RTX 3090 ti
G.Skill 16 gb 2133mhz (one stick only)
Using my Samsung tv as a monitor

I installed Windows 11 home. I noticed immediately that the display would stay on for 8 or 10 second, then flash off (CPU still working) for about 3 seconds, then back on for about 5 seconds, then back off again for about 3 seconds. Rinse and repeat.

I downloaded Geforce Experience and updated the drivers. Then updated windows. Restarted. Same problem persists.

I'm 100% sure that the HDMI cable is working, as I've been using the cable for the last year with no problems, and the fact that when I boot into the BIOS, the display never flickers.

GPU and CPU aren't running hot. I'm using about 33 percent of memory (I haven't installed the second RAM stick yet as I literally JUST finished the build, also still waiting on new RAM to arrive in the mail).

Anyway, does anyone have any ideas what's causing this issue? I've built 5 or 6 PC's, and this is the first time I've run across this particular problem.
