New build does not work, keeps rebooting

Hi all,

I have just assembled a new build yesterday and it is very frustrating since it does not boot up. I have followed guidelines to the book. I've removed all RAM sticks except one which is located in the required slot (slot B according to manual).

I have also removed the motherboard from the case, put in on wood tried booting, same thing.
Put it on it's plastic bag, same thing.

I removed everything, the disk, the graphics card, it only had the processor and cooler and RAM, did not work.

I also removed all the RAM and then the motherboard started beeping the usual repeating beeps that signal no ram installed. It eventually then restarted.

I think I've ruled out shorts, faulty PSU (I tried with another PSU).

My only question is that is there any connection between the RAM's 2666Mhz speed and the processors 2133Mhz supported speed. I read somewhere that it should work even though they don't match.

Or should I return the motherboard?

Haha, not silly, I didn't install an OS that is true, but to my defense I can't even get to bios. I'm pretty sure the motherboard is fried. I am taking it to the tech guys they'll check it. Thankfully I just purchased it two days ago so it still under warranty.
