New Build - either Board or CPU issues

I made sure everything is plugged in and mounted correctly multiple times. Here is what happens:

Both RAM modules in: 5 beeps, which according to my Gigabyte motherboard beep codes means a CPU issue.

One RAM module in: sometimes also those 5 beeps, and other times it boots properly.

My brother built a new computer a few months ago and also got a Gigabyte motherboard and said he had issues with it. He then got an ASUS one and everything worked fine.

What my question is: should I assume this is more than likely the board, or is there a good chance it's the CPU?

Well, I already RMA'd the MOBO because: a) my brother had the same issues with Gigabyte until he got ASUS (which is what I reordered now) and b) when I looked closely I noticed at least two pins that seemed bent out of place. If it still doesn't work once the new MOBO comes, then I'll check back in and try what you suggested. Thanks.
