New build fans spin but no signal to monitor

My friend and I have replaced every single component of this build while troubleshooting and still cannot get a post. We replaced each component one at a time. The first was the motherboard, then replaced the cpu, then replaced the ram, then the power supply. We have tried with/without the graphics card, and with/without the ssd.

All plugs are in properly. Any ideas on what to do next would be great.

You need to update the BIOS on that board to work with that processor. Their no way of doing it without the PC working. You can try a PC shop, buy the cheapest supported processor, or return the board for a Z270, H270, B250.
I am having a similar problem on a new build. I have RMA the first motherboard with issue to make sure that wasn't the problem. All the components are new except the case, hdd and the gpu. Both worked fine in a previous build until the CPU on it died. I have tried the onboard video as well as the gpu and neither gives a signal. I get no post or beeps on startup. I am going to rma the chip next to see if this works. Fans spin and I get drive noises, but no boot.
