New build first boot

I just built my first pc, I got a message saying "Reboot and select proper Boot device or Insert Boot Media in selected Boot device and press a key"

I assume this is where I should install my OS, correct? If so, I'm installing Windows 10 through USB (Win 7 USB install not supported with my mobo). HOWEVER, I don't have the files ready yet. What is the proper/safest way to turn my pc off at this stage?

Any help is deeply appreciated.

Just turn it off. Hit the power button on the case, that would be preferred because motherboards don't entirely love spontaneous power loss.

I did that and now the "Clear CMOS" led is on. I'm a total noob at this so I have no idea what these things do.

Well, if the BIOS isn't showing with a reboot and the CMOS LED is on, you need to clear it, usually done with a jumper.
