New build for 4K 60fps video rendering/editing, photo editing, most likely zero gaming

I'm about to replace a laptop -> PC. It is a Lenovo Y50-70, which has i7-4720HQ, GTX 960M 4 GB, 16 GB of 1600MHz RAM and 240 GB SSD. I use Handbrake for video encoding purposes (don't know a better one till date), Shotcut/HitFilmExpress/DaVinci Resolve for video editing and PaintShop Pro 2018 Ultimate for the photos. Most likely I will not play any games, as I've noticed that I'm a bit too old for that nowadays (my PS4 is collecting dust most of the time). I'm looking for a significant speed increase in video encoding and editing (how much will I benefit?). I have enough HDD's for storage, my budget is around 1000 - 1300 euros, in which I should get CPU, RAM, motherboard, PSU, case, GPU, SSD and that's about it. I live in Finland and ordering from Europe is possible, the prices seem to be a bit better outside my country.
 
With DaVinci Resolve, it is paramount to have a strong GPU. You will notice quite a large difference in that program if you upgrade your GPU to something competent, like the GTX 1060. You could save money if you selected to go for a non K variant of the 8700, however, doing so would lower your clock speeds, something that editors/encoders love. Also, I splurged a bit on the PSU, given I HIGHLY recommend you spend more money on a QUALITY PSU, and SeaSonic is one of the best brands you can get. If I need to shift prices around, just let me know. As far as the RAM is concerned, you may end up needing more than 16 GB, I am unsure of your project settings/other use cases. Again, I can work that into the budget if need be.

As far as an increase in performance is concerned, there will be a MASSIVE improvement. The HQ suffers indefinitely when compared to the behemoth that is the 8700K http://cpu.userbenchmark.com/Compare/Intel-Core-i7-8700K-vs-Intel-Core-i7-4720HQ/3937vsm20045 , and the same goes for the 1060 vs a mobile 960M.
