Easily yes. I built my i5-2500k comp using all good, well reviewed parts for 900 including OS. I just have a 570 instead of a 680. I'd give you an example but im at work.

If you're near microcenter u can get a 2500k and a gigabyte mobo for 214.98

That's not obtainable on a $1250 budget. If you were going with a $1400 budget it would easily but not on $1200. Not everyone lives near a Micro Center so while that offer is good, that may not work for everybody. On builds I generally try to emphasize spreading the budget out and getting every component you can of the highest quality for your budget rather than cutting corners and then you're stuck with a micro ATX board that can't handle your GPU and you sacrifice an x16 lane for SLI / Crossfire in the future. Or you get a poorly constructed case that falls apart on you. You don't want that.
