Budget is a little low for all new AMD parts. But if you are only after the cpu/mb/ram/gpu then this is alright. If you need a case, storage, Windows, you'll need a bit more.

6500XT is not an amazing GPU, but it is affordable. Next step up is the RX6600 at around $500 on its own.

Alternative would be the RTX3050/RTX3060 if you can manage to track one down.

Just a bit over budget, you can run W10 unregistered. Not much of a case but would work cable management could be a bit of a challenge.
1TB SSD should be plenty.

Rust is largely a single threaded game.
To that end, something like a $200 I5-12400 would be best.
If you want to compare processors, look up their passmark ratings.
For example, the I5-12400 has 12 threads and a rating of 19954.
That is when all 12 threads are fully being used. Not a likely situation for gamers where 4-6 threads are about the most that can effectively be used.
Of more importance is the single thread rating of 3570. Particularly for single threaded games.
Any lga1700 DDR4 motherboard that fits your case will do. Perhaps $150.
On ram, buy a 2 x 8gb DDR4 kit. About $75.
Do you have a power supply?
If so, what is the make/model?
If not, look for a quality psu in the 550-750w range to allow for a future graphics card .
An easy way to check quality is to look for a 7 to 10 year warranty.
The seasonic units are good. Often the next step up in wattage costs little more.
A psu will only use the power demanded of it, regardless of the max capability.
Whatever you do, DO NOT buy a cheap psu.

For storage, buy a ssd. Any ssd.
The performance difference among all of them will not be noticed in the real world.I like the samsung units, so does puget systems:
