Can I download Win 11 from Microsoft and then purchase license keys for the 2 rigs I am building? I could go out and buy a USB with 11 on it, but I don't really want to buy 2, if avoidable. And where can I purchase the key?

Each physical PC needs its own valid license.
You buy this direct from Microsoft, or an authorized retailer.

The install can be downloaded directly from MS, for free.

You can install it , then go to activation section in the menu and it will give you a link to purchase a key or keys from microsoft store to activate.
