Question New Build, Freezes when I do anything

GPU: ASUS NVIDA GeForce GTX 1660S
RAM: CORSAIR DDR4-2666MHz VENGEANCE LPX Series 16GB [8GB x 2]

SSD: Kingston KC600 512GB

OS: Windows 10 PRO

1st time build n still learninn about computers really. I installed windows via USB. Connected LAN and when i tried to install drivers my pc froze. Waited. Nothing. Restarted. Every time i try to do a process (download drivers, upload them from chrome, click drop down menu items from system specifications, get a VPN or antivirus, get updated windows creation tool, update windows) it freezes or I get a Clock Watchdog Timeout error.

I tried in safe mode but the drivers cant be installed that way it says (i put them on a USB). Got into Bios menu for a solid 8 minutes n no problems. my temp was 42 degrees max. When i boot and dont move mouse or try to open anything no problems.

I HAVE CHECKED ALL CABLES. This is the new 2nd hand gpu i have another but i dropped it n think its broken. Cant afford to buy other parts to test and compare components.

What do I do now?? Is ya need deets i can post.
 
Update: 1 stick of RAM has same effect except in a longer time frame. Almost got a driver fully installed. Ha! I will also note in safe mode even though things dont install the PC doesn't freeze.

ITS FIXED NOW SOMEHOW! I am not sure how but after I took out a stick of RAM i managed to get 2 drivers on in safe mode. It crashed again Timeout error thingy. Then restarted. During the restart windows (WHICH WAS THE 2015 version and I missed that) fixed itself. It was slow but worked. I managed to do full updated and install other drivers. Rebooted with all RAM and voila! Working PC! Thanks for the support!
