The main difference between the 2 is the motherboard and chassis. The chassis is simply what you see, but the motherboard in the 2nd build allows an upgrade path to Ryzen 4000, if your friend believes they will care about that at all.

Hypothetically, if he did not care about future upgrades, would it be ok if he changed motherboard from 2nd build with B450 and placed the price difference into GTX 1660 (so he'd end up with 2nd build and B450 with GTX 1660)?

You might be able to squeeze out a bit more money with a 3300x (and 3200mhz RAM), which performs only slightly below the 3600 in gaming with plenty of room to overclock. This would give you an additional 65-75 euros to throw at a better GPU, where you will see most difference in gaming performance.

You could even keep the 3600mhz RAM for under 1k, or even get a 2060 super for just over your budget.
