New Build GPU fans running on 100%

Did a fresh build yesterday and everything went in smooth(except for a slight issue with the stupid 212 evo -_-) but once i installed the gpu and when the pc boots up they start off slow for 1-2 seconds then run on what I think is 100%.

Either that or they're just really loud, but I'm leaning towards running high because I've tried tweaking the settings with MSI afterburner and the fan speed doesn't seem to change at all.

I don't think its that bit of an issue other than it being a bit loud but I'd kinda rather them not to be constantly at 100%

CPU: i7 7700k
GPU: MSI GeForce GTX 1060 6GT OC
Mobo: B250 Mate

In the BIOS you can set the initial fan settings. Those will be active until Windows and the applications load.

Typically the default fan settings are going to more of a standard as opposed to a quiet fan setting.

You should be able to set a custom fan ramp in afterburner. If the CPU and case fans are plugged into the motherboard 4-pin headers, you should be able to control all of the fans.

Have you select the BIOS--> Hardware Monitor

Fan Mode to DC?

Set it to PWM.
