Question New build has low FPS on CS:GO

Hello, I've got a new build with the following:
  • Mobo: ASUS PRIME H310M-A R2.0
  • CPU: i5 9400F
  • GPU: Palit RTX2060 6GB 192bit
  • RAM: 16GB DDR4 in dual-channel
The problem is that I'm experiencing low FPS in CS:GO (I've only tried CS:GO and PUBG, but I have a good framerate in PUBG). I'm getting ~130-140 FPS in CS:GO while this build should run the game at +300FPS.
I monitored the usages and the CPU stands at ~25-30-40% usage, while the GPU does not go below 90%. This is a CPU intensive game, I guess there's a problem with the GPU.
Here's what I tried to do:
  • Changed RAM to XMP profile 1 (also activated Performance mode)
  • Set Nvidia settings to performance
  • Changed monitor mode to FPS1 or FPS2 (BenQ Zowie XL2411P)
  • Switched everything to low in CS:GO
  • Ran benchmarks (Furmark - I got expected results for this build)
  • Ran CS:GO workshop benchmark (got 310 FPS avg, but when playing I average 120FPS).
What I did not try yet:
  • reinstall GPU drivers
  • reinstall OS
Does anyone have a solution for this? I've been searching over the internet but no luck.

Gonna ask some really simple questions here.

Have you made sure your monitor is conneted to your GPU and NOT your motherboard?

When you say you got expected results for the stress test GPU what does expected mean? FPS?

Do you the same OS and system files with the new system or a completely new system as a whole?

Check and make sure your temps are not high.

Ensure your processors cores are parked.

If you would read carefully, you'd maybe search and find out that Intel Core i5 9400F has no integrated graphics card.
I get ~200 fps in the Furmark benchmark, which is OK for this build, results are good.
It's a completely new system. First Windows installation (OEM activated).
Temperatures are great.
Cores are parked, I've never used Quick CPU on this system.
