The Ryzen 5 1600 + B350 mobo is the best value in mid-high end gaming right now. You will still need a GPU because it doesn't have integrated graphics. Just find the cheapest 1050 Ti you can because everything else in-between that and a 1070 is over-priced.
Not a fantastic build choice.
As mentioned, your best option is to go with a Pentium G4600 for it's integrated graphics over the G4560 and run off integrated for a while which is still quite solid tbh. To run ark well you need at least a 1060 6GB, preferably a 1070/1080.
Have you considered a Ryzen 1600?
Far better value, and it won't bottleneck any GPU on the market.
Budget for this system? When are you getting the funds for the 1070/i7? Soon?
You can just get all the parts together, make the 1600 PC, and then boot and setup when you get your GPU in.
