New Build Help - Quiet, efficient gaming and video editing

It's time to replace the I7-3770k build from 2012. The case and PSU are from a prior build from the mid-2000s, so this is a full build. I did buy an NVIDIA 1070 when they came out, but that's the only part I plan to re-use. Low noise is the #1, 2, and 3 priority. Because I keep my computers for 5+ years and re-use the case and PSU, I prefer to spend money on quality parts. I would really like to have more than enough storage so I don't need to keep loading and unloading games from Steam/Oculus. Any recommendations would be greatly appreciated!

Additional Comments: I am extremely sensitive to noise, even very quiet noise. I rarely build a new system, so the motherboard, CPU, cooler, etc. need to last 5+ years - my current system is an I7 3770k-based computer with a re-used case and PSU from the mid-2000s. I am re-using my NVIDIA 1070, but no other parts. Cost is NOT an issue. I want high quality parts that will last, but most importantly will stay QUIET. High endurance and reliability are very important.

And Most Importantly, Why Are You Upgrading: Running out of storage space (400GB OS/Games/Apps & 4TB Video/Photo), some stuttering in my Oculus Rift, but really I just want something newer than 2012. I think a 1TB SSD will store my OS, applications, and games for a while. 8TB should be enough storage for a while.

It looks like you were able to save a significant amount of money - thank you! I'm reading reviews of all of the parts you suggested; it looks like you improved the build for less money. My #1 concern is noise, and it looks like Tom's Hardware found the 850W version of the EVGA SuperNOVA G3 to be very loud, but I'll check other reviews to see if they're an outlier. All the other parts I've looked at appear to be improvements so far, but I'm working my way through reviews.
