New Build, Ineligible Display, Vertical Lines!!!

I just built my first computer, installed Ubuntu, and now whenever I open a program or folder, whether it's firefox or my files, etc. I get a bunch of vertical lines or everything is ineligible. If I try to change the wallpaper or take a screenshot it just freezes. I'm having a hard time searching for an answer because I don't really know how to explain so here's a picture.

GPU: EVGA GTX 660
CPU: Intel Xeon E3-1231 V3
MOBO: ASROCK H97M Pro4
Monitor: ASUS VN248

Is it because I have not updated the drivers yet? I put in one of the disks, but that is ineligible as well.

I'm guessing it's the video card, but I'm not sure whether is it defective or not.
