New Build, internet is spotty when downloading

As the title states, I just did a fresh build, I have Windows 7 installed and when I download I have a spotty connection (completely going out at times). I can play online games, or stream music/movies, but whenever I try to download I get that issue. This problem is not present on my laptop that was replaced by the rig.

I am hardwired to the modem, and nothing else in the house is affected like this. The modem is less than a month old from my ISP (Brighthouse/spectra).

Bump, I still haven't had any luck searching the googles looking for answers.
