New build is giving me bad internet speeds

I just finished my build, and after all said and done my internet speeds are not what they should be.

I tested the speeds on my old computer, everything is great.

New computer, they are bad.

I should be getting 60mb down/5 up.

I am getting a fluctuating down from either 10-60 and a consistent 2.5mb upload.

I have updated all my drivers including the new LAN driver from INTEL released March 21st 2017.

I had a tech come out, everything is fine with my internet. As mentioned, the speed test is completely fine on everything else in the house except for my new build. It's causing my games to lag because the Download is unstable, I've even had speeds all the way down to 10MBdown.

Also, I have tried Ethernet and Wifi, both the same. Another note is my wifi card is PCI, but is also connected to the mobo with a usb pin cable.

EVGA 1080SC
Gskill RGB Tridentz (3200)
Intel M.2 128gb
Seagate 1TB
MSI Z270 GAMING PRO CARBON (MOBO)
 
Solution
Most software utilities added to motherboards by manufacturers are of questionable quality. It's better to keep clear of them as you see.
Well idk, I read something after further investigation that uninstalling the MSI Lan Gaming center or something will help because it is causing low down and upload speeds. When I get home I'm going to try that and if it works I'm returning the PCIE Card I bought.
