New Build Keeps Restarting Before Anything Comes On Screen

I've just built my first pc but when I am trying to boot it up the fans spin up and there is usb power but after 10-15s it will restart and do the same thing. Ive tried taking the cmos out for a couple of mins then putting it back in, Ive tried each ram stick in each slot. I'm unsure of what to do.


UPDATE: I found a motherboard speaker, When the pc restarts it does one long beep then continuous short beeps until it shuts down. From what Ive seen it seems to be a ram issue, is my ram (http://www.ebay.co.uk/itm/DELL-Hynix-16GB-2X-8GB-2Rx4-PC3L-10600R-RAM-/113497709552) compatible with my mobo, and if so shall I contact the seller?

Gigabyte h61ma-d2v
i7 2600
16gb Hynix Memory
Corsair VS650
120gb drevo ssd
500gb seagate hdd.

PC3L-10600R indicates it is Registered memory for a server and not compatible with your system. You need memory specified as Unbuffered.

Thanks, I swapped it out with some corsair vengeance and it boots fine now.
