New Build Lags in all Games

I've recently made a new rig using the PSU and the CPU from my old build. However, despite improving the specs dramatically, it lags in all games and the sound has begun to crackle - even ones that aren't particularly graphics intensive.

My spec is:
OS: Windows 8.1 x64 bit
MotherBoard: ASRock H61 Pro BTC
CPU: Intel i7 2600 3.4mhz
GPU: Asus Nvidia Geforce GTX 750TI 2gb
RAM: 2x 4gb DDR3
OS/Game Storage: 240gb 55mb/s SSD
Secondary Storage: 2TB 5400rpm HDD
PSU: 460w


I've done a clean install of all drivers (several times), I've ran a registry cleaner, removed all unnecessary programs running in the background and defragged both storage devices. Could it be a faulty GPU/Motherboard (as these are the only things I have not tested out beforehand).

I would say the 2GB on the graphics side is a little lacking. If you could, I would borrow a card or go to a PC store and ask them to put a 4GB+ card instead. See what happens then. I could be wrong, but isn't the 2600 you have a little outdated? That chip is at least 4 years old I think.

As I said I recycled stuff out of my old build, the CPU being one of the components. The issue is that it is doing this on low graphics games that worked fine on my old build which used the same CPU and a 1gb GPU.

To top it all off, the GPU,CPU and RAM aren't even breaking a sweat while the lag is happening.

Make sure everything is seated properly, power cables, GPU, CPU, etc, it may be in and being picked up but if its a little loose it could be loosing power?
What games are you trying to run on it?

Just tried that and the issues still persisting, ive tried it on a range of games; age of empires 3, the witcher 3, wasteland 1, the forest they all have the same issue!
