All right. Here's a basic build that gets thrown around a lot on these forums:
-$220 2500K
-$50-60 case, maybe this Challenger (
-$20 CD/DVD, whatever model
-$55 Ripjaws 8gb 1600 RAM (
-$70 Corsair TX650 PSU, after rebate
-$30 Hyper 212+
-$100 Windows
That's $545ish, leaving a bunch of room for a GPU. That could be an EVGA 580 at $470 after rebate (
You're looking at a pretty nice machine. You can find a Sparkle 580 for only $450 if the budget is important, or go down to a 6970.

Overclocking is getting your CPU, and possibly GPU (the GPU won't always OC much) to run faster than their stock settings. With a 2500K, it's a necessity, as it overclocks really easily.
ok. you need an OS and it sounds like a monitor as well.

You can probably manage all that in an $800-ish system.

Rosewill R102 case: $29.99
A solid, reliable case, if a bit old school.

Rosewill Blue LED 120mm fan: $7.99
Identical to the included 120mm fan, except for the blue LEDs, both push 74cfm at 29db, but can be slowed by the motherboard easily

Masscool 80mm fan: 2.99
This replaces the intake funnel and will blow extra air onto the heatsink, as its positions right over an intel CPU.

Intel i5-2500 + Win7 home premium: $296.98
You don't need the K since you aren't overclocking. And you get Windows for $13 off.

HD 6850 + Deus Ex: $159.99 w/ $30 MIR

Seagate Baracuda 1 TB drive + Samsung DVD bvurner: $73.48

AS Rock H61M/U3S3 motherboard: $69.99
Everything you need is included here -- you arent overclocking (so no need for Z68/P67), and you won't be using RAID (so no need for a H67).

Mushkin 8GB DDR3-1333: $42.00
8 GB will be more than enough for a long time.

Hannspree 21.5" 1920x1080 monitor: $119.99

total: $804.39
Shipping: $6.92.

Optional changes for your $1000 budget:

Acer 23" monitor: $149.99 (+$30)
crucial 64GB SATA III SSD: $89.99 (+$90)
PNY GTX 560ti ($219.99 w/ $30 rebate) (+$60)
