New build, new problems.

A month or so ago I built a new PC, and thought that everything was going well. It works somewhat, but there's something I can't seem to fix.

The problems: PC freezes, monitor loses signal and soon comes back. I can continue using the computer just fine after this freeze, but it crashes any game/program that is currently running. The freezing can happen even when idling with nothing in the background.

Another problem is that games "freeze" to a single frame, but I can move around and hear the sound just fine. It stays like that until it might crash or I shut it down.

Things I've tried to do to fix it:
- Tried another GPU
- Tried multiple different drivers for both GPUs
- Tried a brand new HDD with freshly installed Windows and new SATA cable
- Changed the PCI-E port
- Reseated RAM and GPU. Also made sure PSU cables were well connected
- Ran memtest, 0 errors.

Every part is new, except for the GPUs and PSU, so I was thinking it might be the PSU that's faulty but I'm not too sure.
