New Build no display on screen

Monitor is AOC E2243fw
So I built my first pc and I turn the pc on everything spins up but I don't get display on my monitor using a display port to VGA adapter. so I try using HDMI and it displays these weird vertical coloured lines down my whole screen. I try my old gpu (9500gt) and it works perfectly so is my new card dead?

Make and model of your PSU? Might also want to share the make and model of your monitor. You also forgot to include the make and model of the ram you're using.

I've updated the list^. Also the hdmi was hooked up to the TV which displayed the vertical coloured lines but I don't get any display in my monitor.
