New build no monitor display (DVI cable)

Hello,
I just built my computer with these parts:

It boots and stays on fine, the power light on the motherboard is on (green) and the case fan and cpu fans are spinning. However when I plug my VGA monitor in, there is no signal at all. I checked all of the parts and cables, re-plugging and installing everything 3 times and still no luck. The monitor and video card definitely work as I tested it on my other pc. I also tried taking out the video card and plugging the monitor directly into the motherboard DVI port but still nothing. Any ideas of where the problem could be?

I suspect it could be the RAM but I already tried using the 2nd and 4th slots, one ram at a time and in different places and still nothing.

Ok. Leaning towards a faulty motherboard,

Next, I would either take it to a friend's house and test the motherboard's HDMI port with their display (obviously, they need to have a monitor with an HDMI input and an HDMI cable).

SOrry, wrong info in the OP, I'm using a DVI not VGA cable. They work in my current PC but when I plug both or just the monitor to my new build, there's no display
 
Sorry. I should have clarified. Which port on your graphics card are you connecting your VGA cable to? I ask because only the DVI-I port can use a passive adapter. All other ports, including those on your motherboard require active digital to analog converters.

Like I said, I stated the wrong type, it's a DVI cable to a DVI port on both motherboard and graphics card, not VGA. They definitely work as I am using them in my other pc.
 
Ok.

Shut down the system. Uninstall the graphics card (physically remove it from the system).
Connect the display to the motherboard's DVI-D output.
Restart your system.

If you're still not getting a display on the screen, check to make sure your display is on the correct input (should be auto, but you never know).

Also, did you, at any time, disable on-board graphics?

Still doesn't work. I built the computer today and did not install OS or anything as there's no display output so no I didn't disable on-board graphics. The PC boots and stays on, I tested it several times but no display output.
