xfx r9 270x, asrock 970, amd fx 6300, 8 gigs of ram, windows 8.1. I just finished a new build and when i press the power button the fans spin but the screen shows nothing and there are no beeps.

Are you trying to output from the 270x before booting the first time? You have to output from the mobo and download drivers before the card will output.

The FX 6300 does not have onboard video so that would be pretty hard to do. It's also not true, the add-on cards most often disable onboard video and take over when installed in motherboards that do have onboard video.
While the PSU may not be at fault here, it may be, so would be a good time to swap it out for a good model form Antec, XFX, Silverstone, EVGA and such.

I don't completely understand the question. Are you asking if you can initially set up the system with a single stick of RAM and add another stick later? If that's the question then the answer is yes. You can add additional RAM at any time. You haven't listed the model number for your RAM, but it should have a warranty. If you can determine that a stick is faulty you should be able to RMA the RAM and get it replaced. You can use Memtest86+ to test the RAM.
