New build, no POST, no beep, no image, no HDD activity (BIOS?)

Freshly built PC, third build (first with new parts), took over a year to build part by part, no image, no beep, no POST process, CPU and DRAM LED on the motherboard flashes on for a moment after startup and no signal comes to display, HDD doesn't start, fans rotate, LEDs are on, voltages are within specification, DVD writer operates and it starts to read the disk, but stops eventually. I tried two different monitors, tried both DVI and HDMI on both GPU and MB itself. Tried to reset the CMOS by removing the battery and bridging out JBAT1. Tried to switch RAM to different slots and removed one with no effect. Removing RAM completely caused three beeps. Removed the graphics card and tried with only on-board GPU with no effect.
Motherboard: MSI B150 Gaming M3 (sticker GB16185165 04012*)
Processor: Intel® Core™ i7-7700 3.6 GHz 8M LGA1151 BX80677I77700
Cooler: Be Quiet! Dark Rock PRO 3 BK019
(I used Cooler Master CPU Cooler ACC Thermal Paste RG-ICE1-TG15-R1 as little as possible to cover the CPU evenly.)
HDD: Seagate BarraCuda 1TB 7200RPM SATA III 64MB ST1000DM010 (connected to SATA1)
GPU: MSI GeForce GTX 1060 Gaming X 6G 6GB GDDR5 GTX1060GAMINGX6G
RAM: Corsair Vengeance LPX 16GB 2133MHz DDR4 C13 DIMM KIT OF 2 CMK16GX4M2A2133C13R
DVD-Rom: LG DRW GH24NSD1 RBBB Bulk (connected to SATA2)
PSU: Corsair VS650 650W
Any ideas what causes this?

I got it working with Celeron G3900 (37€), although it didn't like the BIOS update from version 7 to 9 as it bricked (no POST, no beep) itself after updating, although I was able to revert the changes to working state with JBAT1 jumper method.

Thanks for suggestion, I try to update it.
