New build no post or any signs of life

Hi all. I've read all the postings, but still cannot figure out what is wrong with my build. I've tested the PSU, tried booting with one ram stick, checking all my plugs, but when I try to power up my system absolutely nothing happens. The only thing that gives me some sort of sign of life is if i unplug my 24-pin plug from the motherboard and then plug it back into the mobo, the cpu fan and case fans start to spin, but shutdown after half a second. I am going to try resetting the CMOS tonite, but does this sound like something the CMOS would do? Any help would be appreciated.

Hi, Try testing the board outside the case, to rule out a short.
