[SOLVED] New build not booting up BIOS

So just got a new build started, Parts are:

So got the build done, made sure everything was plugged in the right spot, 24Pin, CPU 8pin, etc. Powered it up and first thing i noticed was 2 fans weren't spinning. After reseting the CMOS, they worked just fine. Went ahead and plugged it into a monitor for the first time and theres no boot to BIOS. No display at all. Checked RAM for fully seating, tried onboard graphics vs GPU, Tried the CPU Jumper reset, tore down the entire PC and started from scratch again, same issue. At a loss but i feel its the Mobo or the CPU. Could use some advice or a second opinion. Thanks in advance.

UPDATE: Got a Mobo speaker to try and hear post beeps, that didn't provide any post codes. Triple checked the wiring, even compared the wiring and set up to my current build, and nothing out of the ordinary. I went ahead and ripped my old PSU out of current build and threw in the new PSU to try and see if that was the problem, but my current build started up just fine. If anyone has any other recommendations I'll hear them out but I believe I have a bad motherboard.

The primary GPU would be the integrated so have you tried connecting the display to one of those?

You also need to be at a bios version at 1005 or greater to support that CPU. It came out April of last year .

Yes, I've tried a DisplayPort and HDMI ports on the motherboard versus the GPU with no result. I cant really update the bios (to my knowledge) without being able to see the BIOS. The monitor doesn't even detect my computer. Also i have checked that the monitor is set to DisplayPort and HDMI accordingly.
