[SOLVED] New Build. Not Powering On

Hello friends.

I recently built my first PC with the following specs:

NZXT h500 case
MSI B450 Tomahawk ATX AM4
AMD Ryzen 5 2600
Corsair Vengeance 8gb DDR4-3000 x2
Sapphire Nitro+ RX 580 8gb
Corsair CXM 550w Semi-Modular
WD Blue 1tb
Kingston SSD 128gb

The PC will not turn on.

I've confirmed that all the plugs are attached correctly. I've confirmed there is power flowing from the outlet, through the power supply into the 8 and 24 pin connectors.

No loose screws are in the case and nothing is making unnecessary contact with the motherboard.

There is no leaking or oozing thermal compound.

I've tried booting with and without the breakaway cable adapter included with the front panel connectors. I have attempted to turn the rig on via screwdriver shorting the pins to no avail. And, of course, the power switch is on.

I've troubleshooted all day and am completely lost. No power whatsoever. No lights or fans. Despite everything being connected it is a paperweight.

I would appreciate literally any input. Please.

Yes, I've attempted to short the power supply pins.

Yes, I've made sure the power switch on the supply is on.

I would bet that the motherboard is DOA. This is not the first ryzen board that is bad. They have really bad quality control regardless of brand, and I see posts like this at least once a week. The next most likely culprit would be PSU, but you are certain there is power to the 8pin and 24 connectors. So mobo is the most likely problem.
