New build not starting - CPU DOA?

Hello everyone.

This is a problem you guys have heard a million times, and here we go again.
I'm currently building a PC for a friend of mine, and when i try to boot the system, nothing happens. No fans spin, nothing happens. I then went through your troubleshooting list, and nothing helped. I then concluded it must've been a faulty motherboard, however they just returned it saying it works.

Now i'm really scared that it's actually the CPU. I think his patience is used up, so does anyone know an easy way to troubleshoot this? It could be that the CPU was DOA. But even if the CPU is DOA, woulden't the PSU atleast start?

Does anyone have any idea what could be wrong? Maybe i'm doing some rookie mistake and not even realising it.

I have not tried that, as i found another solution. I brought up another case, and just connected the PRW_SW from that one, same result. So i'm sure it's not the case button. To test the PSU, i simply took the PSU from my current system, and tried again, same result :/



 


I've only tested the board outside the case. I always put it together outside the case, to confirm everything works. Then after that, i put it into the case. By fans spinning, i was thinking about the CPU fan and PSU fan, as neither of them starts :)
 
If BOTH 24 and 8 pin power cables connected to the motherboard, tested (working) power supply turned on, case power switch connected to the CORRECT pins on the motherboard and CPU and PSU fans not spinning when starting the board, then it's a motherboard issue.
 

I can confirm that BOTH 24 and 8 pin power cables are connected. PSU turned on, case power switch goes to PWR_SW, and nothing is spinning. Yet they refuse to RMA the motherboard.
