New build not starting

Hello there

So, I assembled a semi new computer. When I start it, the CPU and sys fan spin, I get a beep before it enters a restart loop.
Without RAM it starts fine, no restart loop.

Does that mean the RAM is faulty or could it still be a faulty mobo?

I tried a different RAM from another computer and it still goes into the reboot loop. So frustrating..
I also took it out the battery overnight to no success.

Corsair Vengeance LPX 8GB, DDR4-2400, DIMM 288

It could be that you're not fully insert the RAM module. Try testing both RAM slots.

I tried both slots with two different RAMs but no luck

Have you connected the 4 pin CPU power cable to the motherboard? What happens is starting the board with only CPU and CPU fan installed? Does the CPU fan spin without restarting?

Yep, that's what I said in the op. It doesn't reboot without the RAM.

Then RAMs not fully inserted. Some require more force.

310 series boards are coffee lake.

The pentium 4400 is skylake.

It doesn't boot because they're completely incompatible!!

Yeah that ones fine , IF you can find the pentium gold 5400 at a reasonable price its far better though.

The next best thing I can put my hands on is the INTEL Core i3-8100 for $140 compared to $60 for the Celeron which should be good enough for my mom's needs.
If I knew this old CPU isn't compatible anymore I'd have bought AMD. INTEL is so scarce these days.
