Question New build not turning on

Hi all,

Built a new desktop today:

Ryzen 5 3600
MSI x470 Gaming Pro motherboard
2 x 8gb Corsair 3200mhz RAM
Thermaltake 750W G1 ARGB PSU
Samsung 970 NvME

and utilising and old GTX 980

Turned the power on and the PSU fan goes on, the colours on the fans turn on but nothing else.

The GTX 980 has 2 6 pin PCIE power slots. Remove the one closest the back of the computer, the fans spin etc and the error message come up on the screen to “Power down your computer and connect the pcie cables for your graphics card.” Keep the one closest to the back of the computer in and remove the one closest to the front and no change. No power to the GPU and same thing as having both plugged in.

Changed out the PCIE cable and no change.
Changed around the PCIE slots on the back of the PSU.
Changed out the GTX 980 to a GTX 580 and no change and removing the different power pins has no affect.

At this point assuming the psu isn’t doing the 750w it supposed to and the GPU is maxing it out.

No onboard graphics to help.
Anyone else ever have this problem?
