I recently decided to build my own gaming rig. I have all the parts assembled, everything turns on, the graphics card and all the fans are spinning. Its only when I hook up the monitor that things go wrong. Windows isn't installed, so I get the ASUS start up screen for a split second and then I get a combination of just a black screen and static flashing every once and a while. Any idea what this might be causing this? Also the power supply fan is not moving.

This is somewhat of an odd error. My guess would be one of two things. One, because you have no operating system that brings you to the black/static screen. This would be because the motherboard is trying boot from the hard drive which has no operating system. This may not be the error because the motherboard usually give the "Missing Operating System" error message if it tries to boot from a device without an operating system. The other error it could be is the power supply (hinted to by the fact that the fan is not spinning), in which case the power supply could be failing upon booting.

Just to make sure that it is not the operating system error, try accessing the BIOS from the motherboard. If that works, than you problem will probably be solved by installing an operating system.

If you can, try another power supply that you know works, this would eliminate the second possibility.

There is the small chance that there is a problem with your motherboard, but I would ignore that possibility until you are sure it is not the operating system or the power supply.
